IS RUSSIA AT WAR WITH THE WEST?

Attached article I found with Brookings is worrying, most likely correct. Putin's Russia is at war with the West, much more dangerously so than Stalin's Soviet Union in the Cold War. Covert measures were risky in Stalin's time; Putin's cyberwar against the West is significantly more dangerous. The new type of  cyber, net or web war when practiced by a major power and its networks of crooks and oligarchs may completely run out of control.
